William Arrocha, PhD
Expertise: International Political Economy, International Relations, Comparative
Politics (US, Canada and Mexico) and the political economy of trade policy.

Prof. Arrocha is an Assistant Professor at MIIS in charge of
the core courses in International Trade Policy, International Politics, Mexican
Politics and US-Mexico Relations. He was the head of the International Trade
Policy Program at MIIS. He has been a
consultant to the Association of Caribbean States (ACS); The United Nations Conference
on Trade and Development (UNCTAD); was a member of the roster pertaining to
NAFTA’s Chapter 19 Panelists and has been an Assistant Panelist for several Bi-national
Panels Pursuant to the Provisions of Article 1904 of the NAFTA; Assistant
Coordinator for Queen’s University’s Studies in National and International
Development (Canada); Political Analyst and Assistant Public Affairs Officer at
the Canadian Embassy in Mexico City, Chief of Advisors for the Under-Secretary
for General Planning and Management, Mexican Secretariat of Commerce and
Industrial Development (SECOFI); and Economic, Political and Development tutor
and consultant for Mitsubishi Corp. and Tokyo Marine Ltd. He has published in The Seton
Hall Journal of Diplomacy and International Relations, North Western
journal of International Affairs, Mesoámerica,
Libros de FLASCO, Santiago de Chile;
and Revista de Relaciones Internacionales, UNAM, México.

Courtney Hibbard, Research Assistant
Courtney Hibbard is in her third
semester at the Monterey Institute of International Studies. She
received a B.A. in Psychology from Lewis and Clark College in Portland,
OR in 2000, and is studying for a Masters in International Policy with
a focus on International Justice. Courtney studied Spanish at La Jolla
high school and throughout college, including a study abroad semester
in Seville, Spain in 2003. She learned French at the Monterey Institute
and joined Montclair University for Masters classes in Francophone
studies in Nice in July 2007. She is pursing government employment
opportunities in California, or through Foreign Affairs offices in
Mexico or Western Europe. Her specific interests in U.S.-Mexico
relations involve twin cities relationships along the border, including
the interaction of both nation's governments with immigration policies
and border crossing procedures.
